The Utilities Customer Services Department is searching for the ideal candidate to join their team as a Utilities Customer Services Specialist.
The Utilities Customer Services Specialist is responsible for coordinating and administering activities in the City's Utilities Customer Services Department in the areas of utilities customer service, utility billing, cashiering, integrated waste, credit and collections, along with providing excellent service to our customers over the phone and at the counter.
This position plays a critical role in promoting collaboration and teamwork to achieve the goal of delighting each and every customer and ensures a bold recovery when we fall short.
The Utilities Customer Services Specialist is the department's trainer who will also assist with coordinating employee recognitions, special projects and Agency events in addition to departmental duties.
The ideal candidate will be an innovative problem solver known for efficiency, follow-through and producing extraordinary results and foster open communication among all levels of staff.
Successful candidates will embody the values of the City's Approach to Public Service and demonstrate the qualities of a 5 Tool Player - Leader, Thinker, Operator, Communicator, and Public Servant.
Additionally, the ideal candidate will be customer service oriented, have outstanding analytical skills, strong decision-making abilities and oral and written communication skills.
The following procedures will apply:
Separate Promotional and Open (external) Eligibility Lists will be established.
The Promotional Eligibility List will be comprised of current City employees (full or part-time) who meet the minimum qualifications and successfully complete any required selection processes.
The Open Eligibility List will consist of external applicants who meet the minimum qualifications and successfully complete any required selection processes.
The hiring department will consider the Promotional Eligibility List prior to considering candidates on the Open Eligibility List.

Provides leadership, mentoring and training to team members.
Assists Customer Service Representatives with resolving complex, technical customer service issues or works directly with customers to achieve resolution.
Oversees the cashiering functions, including balancing deposits, reporting all City monies, and working with banks, credit card vendors, and other departments on deposits.
Responsible for complex work in utility and integrated waste areas including service issues, refunds, adjustments, and new account creation; works with field and dispatch team members.
Responsible for correct and timely issuance of utility and integrated waste billings.
Coordinates, oversees, and makes determinations to issue delinquent notices, shut-off utilities, remove bins, and conduct collections of all utility accounts; collection letters and works with collection agency to collect delinquent accounts.
Works closely with the Information Technology Department to maintain and enhance the Customer Information System (CIS).
Assists other City employees and officials with questions related to Utilities Customer Services.
Assists Utilities Customer Services Director and Supervisors with special projects.
Assists with cashiering, counter, and email and telephone customer service.
Qualification Guidelines Education High school diploma or recognized equivalent.
Experience Two (2) years of progressively responsible experience in a customer service environment which includes experience in Customer Information System (CIS) Billing, Integrated Waste Service Order Management, Water Services, Payment and Collections in a utilities setting.
Licenses A valid California Class C driver's license and an acceptable driving record at the time of appointment and throughout employment are required.
Desirable Coursework or training in customer relations management, leadership, bookkeeping, or accounting.
